‘Only Katsina constituted #ENDSARS panel in Northwest’

The Secretary of the Katsina ENDSARS panel, Alhaji Ibrahim Daku, on Monday told The Nation in Katsina that only Katsina State out of the entire North West states, established the #ENDSARS panel in compliance with the directive from the Federal Government.

He further stated that the remaining states, including Kano, Kaduna, Sokoto, and so on, did not comply with the directive.

He said: “If the Federal Government gave a directive to the states to do something and some refused to do it, they should be forced to do it.

“In the North West, only Katsina State complied with the Federal Government’s directive but Kaduna, Kano, Sokoto, and others in the North West didn’t. I wondered why the directive wasn’t complied with.

“We received cases of Kano here but we asked the complainants to go back to Kano.”

Alhaji Daku, who also provided updates on the recommendations made by the panel in the reports the panel submitted to the Katsina State Governor Aminu Bello Masari, however, could not provide the specific amount recommended as compensation to the victims and penalties on errant officers, insisting that it will be made public as soon as the state government’s White Paper on the report is made known.

He said: “We made recommendations for compensations and punishment on those found wanting in the discharge of their duties’’

“The errant officers are to be penalized by their appropriate agents, for instance, it is the Inspector General of Police, and the Police Service Commission, that can enforce disciplinary measures on errant officers, while victims and the abused are to be compensated by the governments.”

The Nation recalled that the Katsina ENDSARS panel set up to investigate cases of human rights violations and extortion by the disbanded Special Anti-Robbery Squad SARS, have since  announced its wound up its sittings, declaring that out of the 101 petitions it had received,  89 cases were disposed of while 12 were struck out.

The Chairman of the Panel, Justice Abdulahi Abbas Bawale had further listed the types of the petitions received from the 89 petitioners to include unlawful prolonged detention, disappearance in the course of investigation or detention, and so on.
